That doesn' t mean they weren't there. They just didn't qualify for the freeholders' list.

There was usually a lag between a person's death and the transfer of the parcels to the next tenant. Thomas died in 1864 but he is still on the books until 1867.

The Daniel Sands who rented parcel 17a might be Thomas' brother. It's hard to say. That Daniel died in 1865, age 89.
